Situation
Day-to-day management runs on complaints
When an air conditioning unit fails during the night, the situation is only identified the next morning. When a floor consumes more than it should, that is only visible on the monthly bill. Maintenance ends up organised around the calls that reach reception.
In residential complexes and shopping centres there is also the question of cost apportionment. Without metering per unit there is no way to charge consumption to whoever caused it, so it gets divided by floor area or by share, which produces a recurring argument.
